This dialog allows you to choose whether the web part toolbar should be displayed on the Design tab. You can also select one of the four possible Positions.

 

The configuration made here is only applied to the interface of the current user. The toolbar preferences of other users will be unaffected. If you decide to hide the toolbar by disabling the Show web part toolbar checkbox, you can enable it again by going to CMS Desk -> My Desk -> My profile -> Details, where the same settings are available.
